Himachal Pradesh has successfully concluded a landmark statewide capacity-building initiative titled “Prashna ka Jashan”, celebrating the art and science of asking the right questions. Under this initiative, 33,579 teachers from primary, middle, and secondary schools across the state were trained in Continuous and Comprehensive Evaluation (CCE), marking a major step towards transforming classroom assessment practices.
Implemented under Samagra Shiksha and the STARS Project, the programme aligns closely with the vision of the National Education Policy (NEP) 2020 and NCFSE 2023, shifting the focus of assessments from rote memorisation to competency-based learning. Prashna ka Jashan positioned assessment not as an end-point, but as a powerful tool for learning, reflection, and growth.
The training programme focused on strengthening teachers’ assessment literacy—covering formative and summative assessment, application of cognitive levels, high-quality question design, blueprint development, and alignment with learning outcomes. Delivered through a blended model of in-person workshops supported by digital learning platforms, the sessions were bilingual (Hindi and English) and deeply rooted in Himachal Pradesh’s curricular context.
Impact was measured through pre- and post-training assessments, revealing a 13-percentage-point improvement in overall assessment literacy. Significant gains were observed in higher-order domains such as cognitive levels, MCQ construction, and structured question paper design—validating the effectiveness of the hands-on, practice-oriented training approach. The high completion rate reflected strong teacher engagement and ownership of the learning journey.
What truly set Prashna ka Jashan apart was the response from teachers. Participants described the programme as a turning point, noting that it encouraged them to reflect not only on students’ answers, but on the questions they themselves frame. Many shared heartfelt feedback, creative reflections, and messages of appreciation—underscoring the deep professional and emotional resonance of the initiative.
With the successful completion of Prashna ka Jashan, Himachal Pradesh reaffirms its commitment to strengthening classroom practices through meaningful assessment reforms. By empowering teachers to design thoughtful, fair, and learning-oriented assessments, the state has taken a decisive step toward building classrooms where every question sparks curiosity, reflection, and deeper understanding.
